For Planning: Minimum Staffing Instead of Maximum Absence Quotas

The field for minimum staffing is intentionally chosen. The widespread rule of "no more than two people on leave at the same time" fails to protect against the actual operational risk: having the exact two individuals who know how to handle a critical task absent simultaneously.

The superior rule specifies key roles and functions that must remain covered. This naturally determines permissible concurrent leave — higher during quiet operational periods, lower during peak business seasons.

The Cut-Off Deadline Is More Effective Than Any Formula

Don't Forget the Employer's Duty of Notification and Opportunity
